Turned off

ERNEST F. HOLLINGS, former U. S. senator from South Carolina (D). This is a must read!

The columnists and pundits are in a competition trying to explain the frustration of the people by analyzing President Obama - "doing big things," "not fiery enough," "trying to do too much," etc. None of that! People are frustrated because the President doesn't do anything about two important concerns critical to the economy -- deficit spending and a trade war that's developed into a war on the economy.

President Obama articulates his concern about deficits and the debt, saying he's reviewing each item in the budget line by line. But no President serious about stopping deficit spending and paying down the national debt would submit a budget showing deficits in excess of a trillion dollars each year for ten years. (President's F/Y 2011 budget, page 178). Now the House and Senate are in a standoff, refusing to adopt a budget resolution showing deficits as far as the eye can see. The budget law requires both Houses to have conferenced and adopted a budget resolution by April 15th. Instead, both bodies now plan to use the Pelosi rule of "deeming" a budget resolution having been passed and making what spending cuts they can.

"Like Eliza Doolittle in My Fair Lady: 'Words! Words! Words! I'm so sick of words! I get words all day through; first from him, now from you! Is that all you blighters can do?'"

-- Ernest F. Hollings

The President's study commission on the budget is a costly delay. The deficit for F/Y 2010 has already reached $1 trillion, 21 billion (5/12/10) and we have 4 ½ more months of borrowing and spending left in this fiscal year. Interest costs waste $500 billion a year. Reporting in December any recommendation by the commission can't take effect until 2012 - an election year. Members will oppose voting to cut spending in an election year. Members will oppose raising taxes in an election year. It is doubtful that Congress will adopt the commission's recommendations. Mayors and City Councils, Governors and State Legislatures over the land are struggling to pay for this year's government. People are frustrated over the President and Congress considering 10-year budgets with trillion dollar deficits and waiting for anything to be done about the deficit and debt.

No President serious about creating jobs would ignore the off-shoring of the nation's economy in a trade war. I'll never forget the briefing by Lee Kuan Yew, the Prime Minister of Singapore, forty years ago when he stated: "Japan doesn't act like it lost World War II. It teaches in its schools that the war was only a temporary set back. And Japan is determined to take over the world economically."

After World War II, Japan started a trade war by closing its domestic market, subsidizing its manufacture, selling its export at cost, and making up the profit in the closed market. Now after forty years, General Motors is bankrupt with Toyota #1. Six years ago Senator Richard Shelby (R-Al) and I were in Singapore, and I wanted Lee Kuan Yew to tell Shelby what he had told me about Japan. Instead, Lee told of the visit of the incoming president of China, Hu Jintao, who wanted to learn how Singapore, so diverse of population and with no natural resources, could become so economically strong. Lee counseled: "You have to watch China now. China is determined to take over the world economically, and I am banding together countries in the Pacific to counter China. We need the United States to help us."
China changed the trade war into a war for not only trade, but investment, research, technology, development, production, jobs -- the economy. It not only operated from a closed market for market share, but with communist control of its market and labor, China invaded the production of the industrialized countries seeking their technology and expertise. For a 49% interest producing and developing in China, it has attracted U. S. investment, research, and technology.

Instead of helping Lee Kuan Yew counter China's assault, Corporate America is building China into an economic superpower. It's making communism work. Malaysia, Singapore, Thailand, Vietnam and other countries have joined China's assault, with globalization resulting in nothing more than a trade war with production looking for a country cheaper to produce. Off-shoring began in the eighties and hemorrhaged under the eight years of President George W. Bush, with almost a third of our manufacture being lost. South Carolina lost the textile industry long before the recession; Michigan the automobile industry; Intel and advanced technology had long since bailed out of Silicon Valley, and Bill Gates' research had long since left for China. We're losing more jobs from off-shoring than the recession, but only act for job loss from the recession. That's the people's frustration.

"Instead of helping Lee Kuan Yew counter China's assault, Corporate America is building China into an economic superpower. It's making communism work. Malaysia, Singapore, Thailand, Vietnam and other countries have joined China's assault, with globalization resulting in nothing more than a trade war with production looking for a country cheaper to produce."

-- Ernest F. Hollings

President Obama has no experience in trade and takes the advice of Larry Summers, Tim Geithner, and the financial crowd. Summers and the financial crowd feel that as long as Corporate America's profits keep flowing from China with the Wall Street market up, the U. S. has a strong economy. All needs to be done is to stimulate the financial community and consumption for the economy to recover. With imports soaring, we're stimulating the production of China, not the United States. The Obama administration refuses to enforce our trade laws to protect the economy and change our tax laws to promote exports.

Corporate America, producing in China, has a 17% VAT rebated at export and pays no tax on its imports to the U. S.; whereby Corporate America, producing in the United States, pays on an average of 27% corporate tax plus a 17% VAT when its export reaches Hong Kong, for a total of 44%. This 44% is a substantial incentive for Corporate America to off-shore its production to China. Eliminating the corporate tax and replacing it with a 2% VAT would not only remove this incentive, but promote exports and raise more revenues. This should be done now.

President Obama fails to enforce our trade laws that would protect domestic production and jobs. Section 201 of the Trade Act calls on the President to impose import tariffs or quotas when American production is endangered. President Obama should have enforced Section 201 and not wait for General Motors to go bankrupt and need a bailout. The War Production Act of 1950 calls on the President to protect America's production and supply of those items necessary for our national security. Boeing can't build a fighter plane except with an important part manufactured in India. Sikorsky cannot produce its helicopter except with a tail motor coming from Turkey. Our defenses are down, and the President could create millions of jobs by exercising his authority under the War Production Act.

The trade war is kept "top secret" by the economists and the media. The economists know better but respond to their employ. Corporate America doesn't want to return from off-shore and produce in the U. S. for less profit and worry about labor, safety, and the environment. Of course, Wall Street, the big banks, and the financial community and their entities, the Business Roundtable and United States Chamber of Commerce, join this opposition. And this opposition crowd furnishes the contributions for and against the President's and Congress's re-election.

Thomas Jefferson's free press has joined his free government. And "mums the word" on off-shoring the economy with the media and the pundits. The media and the pundits want to be smart and, if Wall Street, the financial community, Corporate America, Congress and the President don't mention off-shoring the economy, they're bound not to. As all of the industrialized countries protect and build their economies in the trade war, the United States stays AWOL and is on the road to ruin. This is why the people are turned off against Washington. We could all be turned on by the President and Congress beginning to solve the deficit, debt, jobs, economy, and health cost problems by replacing the corporate tax with a 5% VAT - NOW! When could there be a better time?

Georgia Department of Labor partners with state education advocates to help laid-off workers

Ga Department of Labor Press Release

State Labor Commissioner Michael Thurmond announced today yesterday the Georgia Department of Labor (GDOL) is partnering with the Georgia Association of Educators (GAE), Georgia Federation of Teachers (GFT), and the Professional Association of Georgia Educators (PAGE) to launch a statewide effort to provide assistance to thousands of laid-off administrators, teachers and other public education personnel.

“The Georgia Department of Labor is proud to partner with the leading advocates for public education in our state to support and assist educators and staff who are being laid off,” said Thurmond. “We will work closely with the leaders of these organizations to disseminate information regarding unemployment insurance and our re-employment services.”

Verdaillia Turner, GFT president, stated: “The Georgia Federation of Teachers supports smaller class sizes and the retention of all educators in their positions. However, some teachers will be laid off, that’s why we applaud and support Commissioner Thurmond’s efforts in helping to find employment for all displaced educators.”

"The Georgia Association of Educators is pleased to partner with the Georgia Department of Labor to get valuable information regarding unemployment benefits and re-employment resources into the hands of our members who have lost their jobs,” said Sandy Schwellinger, GAE associate executive director. “So many talented and committed educators are being laid off -- not because of poor performance -- but solely because of budget cuts. These dedicated professionals need our help to weather this storm."

Dr. Allene Magill, PAGE executive director, added: "PAGE is very pleased to partner with the Georgia Department of Labor to provide information and resources to educators and their families who have been hit very hard by the current economic crisis. We are very appreciative of the leadership demonstrated by Commissioner Thurmond and his staff in working with us to provide this timely and important information to those who are losing their jobs."

The GDOL and partner organizations will host a series of employment transition workshops at locations across the state. Laid-off workers will be briefed on how to file for unemployment insurance benefits and the wide-range of support, re-employment, training and career transition services available at the state and local level. The locations, dates and times are listed below:

Yes, We Do Live in a "Free Society"

Most Americans believe that we live in a "free" society. The United States is the land of the "free." "Freedom" is one of the most important words in this nation's political lexicon and most Americans take pride in the fact that America is a "free" society. I want to start out be examining this idea of American freedom. First I want to state that I believe that the American idea of freedom is not in fact a delusional concept. It is real. Traditional American concepts of freedom, ideas that have to do with ideas of limited, representative government, traditional ideas of freedom of religion, and press; democracy, the freedom to peaceably assemble, freedom from arbitrary state power are all valid concepts. They all have a certain degree of reality within the context of American society. They are not fictitious concepts. Americans have a right to feel pride in these freedoms.

It is characterized more by freedom's opposites, unfreedom, servitude, and submission. To initiate my discussion of this realm I will first start out by suggesting some definitions of "freedom." This is not easily done because freedom is generally not defined precisely by most people.

Thus in America freedom is defined by the relative absence of governmental restraints on life, liberty, the use of property, etc. Often in the purely conservative political lexicon, freedom is simply identified as a absence of governmental power or interference in one's life. That's all I have to say on that!

In fact even within the political left, economic oppression is normally seen as being only about the unequal distribution of economic resources. Left liberal analysis or even socialist analysis seldom questions the unjust structure of economic institutions.

Center For Working Class Studies Survey Results

Americans are less enamored with President Obama than they were one year ago, scornful of Congress, and pessimistic about the economy according to the latest on-line survey conducted by the Center for Working class studies.

Dr. John Russo, Co-Director of the Center said as he released the results of the poll.

Says Russo: This survey provides us with an opportunity to discern just how much damage President Obama and Congressional Democrats have sustained during the long health care debate," Dr. Russo said. "And it also provides us with interesting insights regarding whether the Tea Party Movement, which was energized during that public policy battle, has been able to attract substantial support among the working class.

Preliminary Analysis of Results

While President Obama's nearly 69% overall approval rating is extremely high, that number is nearly 19 points below the marks he received in the CWCS survey conducted at the end of his first 100 days in office and 14 points below his rating in September 2009. As the chart below illustrates, most of the erosion in President Obama's overall approval rating occurred among those who "strongly approved" of his job performance. That number dropped 37 points from a high of 52% shortly after he took office to 15% today and is now equal to the percentage of respondents who "strongly disapprove" of President Obama's performance.

Support for President Obama has also slipped among respondents who identified themselves as belonging to the "working class." Today the President's overall approval rating stands below 60%, down 27% in less than a year while his overall disapproval rating has shot up to 33%, a 24% increase over the past 12 months. Most notably, those in the working class who say they "strongly approve" of Mr. Obama has fallen by 37 points from a high of 48% in May of 2009 to 11% today.

President Obama's falling popularity may be attributable to the fact that the optimism about the future generated by his election has collided with the pessimism spawned by what respondents believe is a persistent recession. In earlier surveys, both President Obama's approval ratings and the percentage of respondents who believed the U.S. was on the "right track" were extremely high despite the fact that a vast majority believed the economy was in "bad" or "very bad" condition.

Today, only 27% of respondents believe the nation is on the "right track," a precipitous 46 point decline from the 73% who expressed confidence in the direction the country was moving at the end of President Obama's first 100 days. Not surprisingly, the percentage of those believing the U.S. is on the "wrong track" has nearly tripled from 12% in May of 2009 to 33% today. The percentage who believe things are "mixed" has also jumped considerably indicating that a growing number of people are uncertain about the future.

In the latest survey, however, 17% of respondents said President Obama is responsible for the economic woes, a jump of 12 points from last year. They are also dissatisfied with the administration's stimulus efforts. A majority of those participating, 57%, said the stimulus package had been only "somewhat effective," and the number of those believing the programs designed to boost the economy was only slightly larger than the number who believed the administration's efforts were not effective at all: 19% to 17%.

In addition, respondents, by a more than three-to-one margin, 70% to 18%, believe the bank bailouts supported by President Obama and his economic team benefited large banks and investors rather than everyday Americans. And almost as many, 64%, believe that Wall Street has too much influence over the Obama administration.

Finally, and this should be disconcerting for a president who faces reelection in two years, more people believe the recession will last for two years or more, 52%, than feel America's economic woes will resolved in six months to one year: 29%. It is especially important to note that the number of respondents who said the recession will last for more than two years more than doubled since May of 2009, from 15% to 32%.

Respondents who identified themselves as belonging to the working class are just as despondent about the state of and prospects for the economy:

Which track is the nation on:

Right track: 24%

Wrong track: 48%

Mixed: 28%

How long will the current recession last:

More than two years: 44%

Two years: 17%

One year: 12%

Six months: 4%

Don't know: 23%

The condition of the economy is:

Very good: 0

Good: 10%

Bad: 60%

Very bad: 28%

Mixed: 2%

The economy is:

Getting better: 17%

Getting worse: 32%

Staying about same: 51%

Combined with the respondent's deep concern over the economy and jobs---64% named the economy as one of the five most important issues facing the nation, 59% selected jobs---the administration must take significant steps to improve the economy if President Obama wants to avoid a pitched battle for the White House in 2012.

Unfortunately for members of Congress, their moment of reckoning could come in six months, not two and one-half years. More than 85% of respondents disapprove or strongly disapprove of the job Congress is doing, and while 79% believe the Democrats should maintain control of the House and Senate, only 49% say they are going to vote for their incumbent Congressperson this year.

Along with panning their job performance, participants revealed a deep cynicism about Congress that crossed party lines. More than 93% said they believed Wall Street and big business exert too much influence over Congressional Republicans and 87% said the same about the Democrats. Less than 10% said they trusted either party to fix the economy.

This general and deep-seated dissatisfaction and distrust of Congress has not, however, translated into support for the Tea Party movement. While 92% of respondents claim to be aware of the movement and similar percentage say they are very or somewhat familiar with what the Tea Party stands for, less than one in ten characterizes themselves as a member of the movement and only 5% trust the Tea Partiers to fix the nation's economy.

This trend holds true among the working class. More than 81% say they disagree or strongly disagree with the Tea Party movement on important social and political issues, less than one in ten describes themselves as a supporter of the movement, and similar number say they trust the Tea Partiers to fix the economy. So while conservative pundits make much of the fact that the movement is comprised of everyday, working Americans who are sick of Washington deal-making and influence peddling, the working-class men and women who responded to the survey are not among them. This should provide some level of hope to Democrats who must do everything possible to recapture the enthusiasm generated by President Obama's election---much of which was dissipated during the drawn-out debate over insurance reform.
