Received a tip that former Congressional Candidate Allan Burns (D-Duluth) will run for HD 103 again in november. HD 103 will be an open seat as David Casas will vacate the seat to pursue Don Balfour's SD 9 seat in the fall.
Because HD 103 will be an open seat, the chances of a possible pickup for democrats are legitimate.
